Mehmed Ali Paşa Sorunu ve sonrası mevcut İngilizce Türkçe literatürde her daim Osmanlı Devleti’nin güçsüzlüğü II. Mahmud’un içine düştüğü çaresizlik tablosu olarak tasvir edilmiştir. Bununla birlikte; Sultanla Valisi arasında sürecek olan (1831-1839) merkez açısından askeri bir mağlubiyet serisi görülebilecek bu uzun sürecin, aynı zamanda devlet adamlarının diplomatik manevraları İmparatorluğu içinde bulunduğu zor şartlardan çıkarmak için Avrupalı devletlerle iş birliği yaptıkları, özellikle İngiltere, reform süreci ele alınabileceği ise aşikar meseledir. İşte makale reformist karakteri hakkında kısa giriş yaptıktan sonra bütün ayrıntıları ile, yıl yıl, belgelerini ile kullanarak Sultanın adamlarının, Hünkar İskelesi Antlaşmasından oluşan yeni dönemde (1833-1839) en başta İngiltere olmak üzere, diğer içerisinde alanlarda yaptıkları çalışmalarını ince ayrıntısına kadar mercek altına almaktadır.
